I do not think that it is satisfactory that a Bill should be given a Second Reading without the House being given any explanation of it. It is a slightly controversial Bill, it should be debated in the House, and we should be given an explanation of it. We have not been given that explanation, and I do not believe that legislation of this kind should go through this Chamber, and be considered in Committee upstairs, without any explanation—
