Ordered, That the Lords Message of 20th December relating to a Committee on Delegated Legislation, be now considered.—[Mr. John Stradling Thomas.]

Lords Message considered accordingly.

Ordered, That a Select Committee of Seven Members be appointed to join with the Committee appointed by the Lords to inquire into the procedures and practice by which the control of each House over delegated legislation is exercised; and to report how they might be improved. And the Committee was nominated of Mr. Brian Batsford, Mr. Albert Booth, Mr. Denzil Davies, Mr. Michael Hamilton, Mr. George Lawson, Mr. James Ramsden, and Mr. David Walder.

Ordered, That the Committee have power to send for persons, papers and records; to sit not-withstanding any adjournment of the House; and to report from time to time.

Ordered, That the Committee have power to appoint persons with specialised knowledge for the purpose of particular inquiries, either to supply information which is not readily available or to elucidate matters of complexity within the Committee's Order of Reference.

Ordered, That Three be the Quorum of the Committee.

Ordered, That the Memoranda submitted to, and the Minutes of the Evidence taken before, the Committee in the last Session of Parliament be referred to the Committee.—[Mr. John Stradling Thomas.]
