asked the Secretary of State for Foreign and Commonwealth Affairs what evidence is available to Her Majesty's Government as a result of discussions in the United Nations that any national government is deliberately encouraging trade in heroin or the growth of unwarranted acreages of crops which could only be used for illegal purposes.

In view of that answer, and now that China is a member of the United Nations, will my hon. Friend invite the Chinese Government to sign the 1961 convention and thus help to combat the illicit world trade in drugs?

Mr. Kershaw

Trade in drugs has been illegal in China since 1950 but I certainly join with my hon. Friend in hoping that now that China is a member of the United Nations it will see its way clear to signing the 1961 Single Convention on Narcotic Drugs.
