1. Mr. Dalyell

asked the Secretary of State for Scotland when he hopes to make a statement on safety for school pupils and others in the mountains.

I hope to issue early in the new school session a circular giving fresh guidance to education authorities on all aspects of safety in outdoor pursuits.

Will the circular be more than simply an expression of virtuous intent?

Mr. Monro

I certainly hope so. My right hon. Friend and I are determined that while we want to see an increase in outdoor activities at school, we do not want any unnecessary loss of life. Besides this circular, at my request the three sports councils, with the co-operation of my hon. Friend who has responsibility for sport in England, and the Welsh Office, will co-operate in a publicity campaign this autumn indicating the dangers of mountaineering.
