I am grateful for that reply. For many people it cannot be a day too soon. Will my right hon. Friend agree that the priorities in the case of the Channel Tunnel are greater than those of Foulness Airport and that from a planning point of view it is more important to get a decision on the tunnel sooner rather than later because it is possible that the tunnel will pre-empt the need for Foulness, whereas the reverse is most unlikely?

I do not think there is any rivalry between the two. The Channel Tunnel is a complex proposal and we must be content to take one step at a time, examining the issues very carefully.
