On a point of order, Mr. Speaker. Since the purpose of the Outlawries Bill is to demonstrate that this House may proceed to any matter of business, may I ask the Leader of the House whether it will not be presented next year after Accession to the European Economic Community? Since there are other issues concerning the proceedings of the House which will be affected, will the right hon. Gentleman at the same time make a statement about changes he proposes to make in the procedures of the House?

This is only the First Reading of the Bill, and I cannot see that that point of order can possibly arise.
