Amendment proposed: No. 21, in page 25, line 39, at end insert— (3) Before the Secretary of State makes an application under this section with respect to a unit of employment, he shall consult the parties appearing to him, in relation to that unit, to be the parties to whom this section applies.—[Mr. R.
