HC Deb 18 March 1971 vol 813 cc1648-9
Mr. Atkinson

On a point of order. While I do not wish to delay the House and my right hon. Friend in asking for the details of next week's business, may I return to some earlier remarks that you made about the Prime Minister's travel arrangements?

According to both Erskine May and the Committee on Procedure, the rules of the House applying to Questions apply to all questions. There is no difference in the criteria applying to the selection of Written Questions and Oral Questions appearing on the Order Paper and supplementary questions. Nevertheless the Table Office has refused to allow certain Questions which you have allowed to be put today orally in the form of supplementary questions, Mr. Speaker. Are we to understand that there is a difference between the rulings given by the Table Office and those given by you while in the Chair? If Erskine May and the Committee on Procedure are correct in saying that there should be no difference between the eligibility of Questions appearing on the Order Paper to the Prime Minister and questions which you allow to be put as supplementary questions, why did you not rule out of order, as the Table Office has done in respect of the original Question, the questions in supplementary form which you have allowed today? There seems to be an inconsistency here. May we have a Ruling from you on the subject?

Mr. Speaker

If the hon. Gentleman will be good enough to give me further and better particulars, I will certainly look into the matter and rule upon it.
