asked the Minister of Posts and Telecommunications (1) what proposals exist for the integration of other Departments' computer databanks using National Data. Processing Services;

(2) what proposals he has for the maintenance of standards of privacy and confidentiality in data transmitted by the National Data Processing Service.

Mr. Chataway

I understand there are no proposals involving N.D.P.S. for integration of Government Department databanks. Obligations of secrecy are statutorily imposed on all Post Office staff engaged on data processing and transmission.

Mr. Huckfield

While I thank the right hon. Gentleman for that reply, may I ask whether he is aware that many other Government Departments have proposals for the integration of their data banks with other data banks, possibly using N.D.P.S.? Is the right hon. Gentleman also aware that this is one more step towards the creation of a true goldfish bowl society? Is he aware that the terms to which he has referred in the Post Office Corporation Act are very vague concerning these matters? Will he not come to the House with some kind of proposals before any integration along these lines goes ahead, so that we can have a full opportunity of examining and discussing these matters?

Mr. Chataway

I appreciate the hon. Gentleman's interest in this matter and the very real cause for concern that may exist in the field as a whole, but, as he will know, there is an inter-departmental group, under the leadership of the Home Office, looking into some of these matters relating to the Government service.

Mr. Huckfield

But not in the public sector.

Mr. Chataway

The interdepartmental group under the Home Office is looking into factors which are relevant to the public sector. I agree that the Younger Committee is not concerned with the public sector. However, I will bear in mind the point which the hon. Gentleman has made.
