I beg to move Amendment No. 12, in page 32, line 3, at end insert: (2) So long as a fire certificate is in force with respect to any premises, any provision of a local Act which apart from this subsection would apply in the case of those premises shall not apply in their case in so far as it relates to any matter in relation to which requirements are imposed by that certificate; and so long as any regulations made under section 12 of this Act apply to any premises, any provision of a local Act which apart from this subsection would apply in the case of those premises shall not apply in their case in so far as it relates to any matter about which provision is made in the regulations. Again, I wonder whether it will be convenient to take at the same time Amendment No. 13?

Amendments Nos. 12 and 13 are designed to meet a point raised in Committee by the hon. Member for Putney (Mr. Hugh Jenkins). The hon. Gentleman put down an Amendment to Clause 32, which at that time was Clause 33, suggesting that the provisions regarding local Acts did not go far enough in preventing confusion which might arise with other enactments, including local Acts relating to means of escape. The purpose of the Amendment is to make the position absolutely clear. The provisions of recent local Acts, as well as of older local Acts, are overridden by the Bill.
