I beg to move Amendment No. 27, in page 28, line 42—after 'barriers', insert 'and traffic signs'.

I suggest that it will be convenient to discuss at the same time Amendments Nos. 28, 29, 30, 31, 32 and 33.

This set of Amendments deals with Clause 31 which concerns the precautions to be taken by persons executing works in streets. Certain points have been put to us from the local authority associations. The first of these Amendments places on a person executing works in a street an obligation to display traffic signs for regulating and giving advance warning to traffic and then to remove such signs when the danger to which the signs relates no longer exist.

The Amendments also apply the penalties provided for in the Clause to persons who fail to display traffic signs when needed or who interfere unlawfully with such signs. It was suggested by the local authorities that, as initially drafted, the Clause was inadeqate since it required barriers to be erected to regulate traffic and prevent danger but it did not require the display of warning notices. Similarly it did not require the removal in the contingencies that I have outlined.

Amendment agreed to.

Further Amendments made: No. 28, in page 28, line 43, leave out 'and for regulating traffic' and insert 'for regulating traffic, and for warning traffic of danger,'.

No. 29, in line 44, at end insert 'and remove them as soon as they cease to be needed for any of those purposes'.

No. 30, in page 29, line 24, at end insert 'traffic sign'.

No. 31, in line 31, leave out 'resulting from' and insert 'whether caused by'.

No. 32, in line 32, after 'street', insert 'or otherwise'.
