§ Mr. HeseltineThe Clause sets out the conditions on which licences can be issued by the appropriate highway authority. It was suggested in Committee that we should make it possible also, as an addition to the licence, to deal with the manner in which a builder's skip is coated with paint or other material to make it immediately visible to oncoming traffic. Amendment No. 18 meets that purpose.
Amendment No. 19 deals with a technical innovation which has not yet reached up but which might come at any stage, that is, the round skip as opposed to the rectangular. The Amendment will leave the Bill as drafted so as to anticipate that technological innovation, which we all eagerly await.

§ Mr. HeseltineIt was pointed out in Committee that builders' skips, while commonly used for the disposal of rubbish and the storage of rubbish pending disposal, could be used also to good pur- 490 pose for the storage of builders' materials in anticipation of their use on a building site. The Amendment meets that purpose.
