Queen's Recommendation having been signified—

Motion made and Question proposed, That, for the purposes of any Act of the present Session to repeal the Industrial Reorganisation Corporation Act, 1966 and dissolve the Industrial Reorganisation Corporation, it is expedient to authorise—

  1. (1) the payment out of moneys provided by Parliament of—
    1. (a) any sums required by the Minister of Aviation Supply or the Secretary of State for Trade and Industry for meeting any liability to which he becomes subject in consequence of the vesting in him by virtue of the said Act of the present Session of any property, rights or liabilities of the said Corporation; and
    2. 468
    3. (b) any expenses incurred by the Secretary of State under or in consequence of any transitional or consequential provisions included in the said Act of the present Session in connection with the repeal of the said Act of 1966 or the dissolution of the said Corporation;
    4. (2) the payment into the Consolidated Fund of any sums required by the said Act of the present Session to be paid into that Fund.—[Mr. Patrick Jenkin.]

Mr. Edmund Dell (Birkenhead): It is clear that this Financial Resolution has been drafted deliberately to exclude an Amendment in Committee that would, for example, make it possible to specify a single industry, such as the shipbuilding industry, in respect of which the powers and funds under the Industrial Expansion Act would be retained. That being the case, I recommend my right hon. and hon. Friends to vote against it.
