asked the Secretary of State for Wales what representations he has received from the Confederation of British Industry in Wales seeking a relaxation in the regulations governing the issue of industrial development certificates.

I have had no recent representations.

Is the Secretary of State aware that certain sections of the C.B.I. are actively canvassing for a relaxation of these regulations? Will he assure us that he and his right hon. Friends will withstand and not give way to this pressure?

The operation of I.D.C. control, which is a potent factor in the movement of industry, calls for fine judgment. An excessively ruthless approach simply frustrates development.
