34. Mr. Arthur Lewis

asked the Attorney-General in view of the fact that ex-Sergeant Challoner is now fully recovered and has for some considerable time been back in full employment, why he will not introduce legal proceedings against this man.

The Attorney-General

In 1965. the then Law Officers decided that no proceedings should be taken against Mr. Challoner. I do not intend to alter the decision of my predecessors.

Mr. Lewis

I am now approaching 40 years in public life. Is the Attorney-General aware that I have learned that, in cases such as this, the Establishment is only too willing and able to twist the law when it suits it?

The Attorney-General

The hon. Gentleman should appreciate that this happened in 1965, when the then Law Officers took a particular decision. I am not prepared to alter that decision because I think it was correct.
