§ Mr. GodberYes, Sir. The list is a very full one. In regard to those serving sentences, the first country in the list is the United States; second, Spain; third, South Africa; fourth, Germany. As to those who are awaiting trial: first, Germany; second, Spain; third, Zambia; fourth, Tanzania.
