Friend agree that tnere is no reason why administrative reforms in taxation should be regarded as a Budget secret, and that consultations with outside bodies and individuals could well take place on the subject? Second, does he agree that it is essential to consider the reform of Pay-As-You-Earn together with the reform of National Insurance?
§ Mr. JenkinMy hon. Friend will appreciate that any substantial administrative reform is bound to involve some budgetary matters, and these must be for my right hon Friend in his Budget Statement. However, I note what my hon. Friend says and will bear it in mind.
