asked the Secretary of State for Social Services if he will publish a White Paper setting out his proposals for the future of National Insurance.

I will announce my proposals in due course.

Since we understand that my right hon. Friend is to put National Insurance contributions on an earnings-related basis, and that they will be collected through the mechanism of Pay-As-You-Earn, can he assure the House that he is giving his full mind to the enormous advantages of a complete amalgamation of National Insurance with income tax?

Very deep issues are involved, but I will bear in mind my hon. Friend's suggestion.

If the right hon. Gentleman puts contributions on an earnings-related basis, will he also ensure that he puts benefits on an earnings-related basis, too?

The hon. Gentleman and the House had better wait for the proposals to be announced.
