asked the Prime Minister if he will recommend the appointment of a Royal Commission to inquire into governmental patronage.

Is the right hon. Gentleman aware of, I presume, the inspired "leak" in this morning's Press that he is resume the giving of political honours and hereditary peerages? Is the appointment of Lord Cromer an example of his extending his patronage for services rendered? Would he help himself by appointing the right hon. Member for Wolverhampton, South-West (Mr. Powell) as ambassador to South Africa?
