asked the Secretary of State for the Environment whether he intends to implement the recommendations of the Report on the Disposal of Solid Toxic Wastes.

Mr. Peter Walker

The need to control the disposal of solid and semi-solid toxic wastes has been accepted in principle. The analysis of the problem and the recommendations in the Report on the Disposal of Solid Toxic Wastes will form the basis of our consideration of how best that need can be met.

Mr. Archer

Since this Report took six years to complete, may I ask how many further inquiries we are to have about the inquiry? Is it not time that industry shouldered its own burden?

Mr. Walker

In principle, I agree that industry should shoulder the burden of the pollution that it causes. Local authorities are concerned in this matter. I agree that it is urgent, and we are urgently pursuing it.

Mr. David Mitchell

Does my right hon. Friend consider that county councils should notify rural district councils before they dump toxic material within their localities?

Mr. Walker

This is a separate question. I know the instance in which my hon. Friend is interested. I suggest that he makes contact with his county council to discuss this topic.
