Bill to apply a sum out of the Consolidated Fund to the service of the year ending on 31st March, 1971, and to appropriate the supplies granted in this Session of Parliament, presented accordingly and read the First time; to be read a Second time Tomorrow and to be printed. [Bill 180.]

FINANCE BILL

Ordered,

That Standing Committee F be discharged from considering those provisions of the Bill which have been committed to a Standing Committee and that those provisions be committed to a Committee of the whole House and be proceeded with after the conclusion of proceedings on Clause 14; that any stage of the Bill may be proceeded with at the conclusion of the preceding stage, notwithstanding the practice of the House as to the interval between the various stages of such a Bill; that if the Bill be amended in Committee, it may forthwith be taken into consideration, as amended, without any Question being put; and that notice of any Amendment, Clause or Schedule to be proposed on consideration of the Bill may be given at any time after the making of this Order.—[Mr. Peart.]

MINERAL ROYALTIES

Resolved,

That it is expedient to amend the law relating to the taxation of receipts in respect of the winning and working of minerals and other substances in or under land, and for this purpose to make new provision, taking into account any betterment levy chargeable, about the incidence of income tax, corporation tax and capital gains tax.—[Mr. Taverne.]

WAYS AND MEANS STAMP DUTY (BILLS OF EXCHANGE)

Resolved,

That it is expedient to provide—

  1. (a) that no application for relief under any of sections 9 to 12 of the Stamp Duties Management Act 1891 (spoiled, misused and unwanted stamps) may be made after 31st January 1971 in respect of duty under the heading ' Bill of Exchange or Promissory Note' in Schedule 1 to the Stamp Act 1891, and
  2. (b) that no repayments shall be made under any agreement entered into under section 39 of the Finance Act 1956 (composition for the said duty by bankers) in respect of any form supplied by a banker to a customer and returned to the banker unused or spoiled after the said 31st January.—[Mr. Taverne.]

Ordered,

That any stage of the Consolidated Fund (Appropriation) Bill may be proceeded with at the conclusion of the preceding stage, notwithstanding the practice of the House as to the interval between the various stages of such a Bill.—[Mr. Peart.]
