§ Mr. Ian Percival (Southport)On a point of order, Mr. Speaker. May I have your guidance on this Motion? Is there any way in which, within the rules of order, one could extend a welcome to the Bill? It would be a pity if the Bill, which is granting to a friendly nation something which we believe it wishes to have, were passed without comment and without it being made clear how much we welcome it and how well we wish those whom it affects. Would I be in order in voicing such sentiments?
§ Mr. SpeakerI appreciate the welcome which the hon. and learned Member for Southport (Mr. Percival) has expressed for the Bill, which he shares with every other right hon. and hon. Member. Such welcomes were expressed on the Second Reading of the Bill and unless there is a Motion on the Order Paper I have to put the Motion for the Third Reading formally. But the hon. and learned Gentleman has expressed what is in the hearts of all of us in the House in welcoming the Bill.
