asked the Secretary of State for Employment and Productivity if she will take the necessary steps to enable refunds of selective employment tax to be made to processors of textile, rubber and plastic waste.

Professor Reddaway deals with this matter in his report on the effects of the selective employment tax on the distributive trades. The report is at present under consideration.

As these processors are to be entitled to investment grants in certain circumstances, and as processors of waste paper and scrap metal are already entitled to a refund of selective employment tax in certain circumstances, should not these processors be put on an equal basis with them?

We shall bear all these arguments in mind when considering Professor Reddaway's report.
