15. Mr. Kenneth Lewis

asked the Minister of Overseas Development how much aid is to be given to Kenya and Uganda in 1970.

Mr. Whitaker

During the calendar year 1970 it is estimated that £7 million of capital loan aid and £3.2 million of technical assistance will be provided for Kenya, and £2.5 million of capital loan aid and £2.3 million of technical assistance for Uganda.

Mr. Lewis

Is the hon. Gentleman aware that the Home Secretary said the other day that countries such as Kenya and Uganda would do better for aid if they would treat Asians who hold British passports a good deal better? In view of that, will the hon. Gentleman agree to look at this matter on the basis of negotiating with the two countries to see whether we cannot come to some arrangement whereby we are not embarrassed and at the same time pay out these sums of money?
