asked the Secretary of State for Scotland what steps have been taken by his Department to prevent the recurrence of water shortage in Scotland.

Mr. Ross

The statutory duty to provide adequate supplies lies with regional water boards, but my Department maintains close liaison with them to ensure that timely action is taken. Since last summer expenditure amounting to some £650,000 has been authorised to prevent the recurrence of local shortages.

Mr. Doig

Is my right hon. Friend aware that many people will be glad to hear that these steps have been taken, but would he keep a close watch on the increase in charges, sometimes very high, which has taken place as a result of this amalgamation?

Mr. Ross

Yes. We cannot be in a position to deal with emergencies without spending money, but I take my hon. Friend's point that we must try to keep the matter in balance.
