1. Mr. Brooks

asked the Secretary of State for Wales in how many local authorities in Wales are elected representatives unable to participate in the proceedings because these are held in Welsh only; and whether he will introduce legislation to require all such authorities to install simultaneous translation facilities.

So far as I am aware, this difficulty has arisen in only one authority. It is not proposed to introduce legislation.

But would not my right hon. Friend agree that this curious incident illustrates the wisdom of the advice recently given by the Prince of Wales on the Welsh language? Would he not further agree that even if Welsh is the language spoken in Heaven, as he has sometimes assured the House, it will be hell for the rest of us if someone does not lay on translation facilities?

I never comment on Royal speeches. Every elected representative of the people has a right to know the business being conducted. The point will be borne in mind.
