7. Mr. Abse

asked the Secretary of State for Wales what action has been taken by the Cwmbran Development Corporation relating to the new arrangements authorising new town corporations to grant second mortgages sufficient to make up the full selling price of development corporation houses; and whether joint liaison committees with local building societies are being formed to provide a joint counselling service to tenants wishing to purchase their own homes.

I understand that officials of the corporation had exploratory talks with representatives of two building societies, one of which has agreed to convene a meeting of all interested societies to discuss with corporation representatives administrative and procedural problems in connection with second mortgages.

Mr. Abse

In view of the heavy increase which has fallen upon Cwmbran New Towns tenants, will the Secretary of State please ensure as soon as possible that exact information is made known about the commitment anyone opting to buy these houses will be entering into?

Mr. Thomas

That is a reasonable request and I shall do my best to meet it.
