I beg to move Amendment No. 1, in page1, leave outlines 5 to 10.

I understand that it will be for the convenience of the House with this also to discuss Government Amendment No. 52.

This is a drafting Amendment. The issue was raised by the hon. Member for Wanstead and Woodford (Mr. Patrick Jenkin) in Committee. I could go through the reasons for doing it this way, but I will not do so unless that is required. I hope that the Amendment commends itself to the House.

It is not often that one gets twice as much as one asked for. I proposed to remove half the Clause; the right hon. Gentleman has gone the whole way and taken out the whole Clause. I think on reflection that that is the right answer, and we are happy to agree to the Amendment.
