I beg to move Amendment No. 3, in page 3, line 23, leave out from beginning to second 'to' in line 24 and insert: 'requiring notice of such a discharge to be given at such time as may be specified in the regulations' In Committee, there was a general feeling that we should look again at the Clause to ensure that the Regulations should deal with the question of when notice of discharge should be given. I have studied the OFFICIAL REPORT of the Committee discussions, particularly the comments of my hon. Friends, including my hon. Friend the Member for Kirkdale and the hon. Member for Henley (Mr. Hay), and the hon. Member for Wanstead and Woodford.

While I think that the present version of the Clause is adequate to enable the time of discharge to be covered, I think that we can frame the drafting to make the point clearer and more explicit, and that is what the Amendment does. I hope that it meets the wishes of hon. Members.
