asked the Secretary of State for Defence what consideration he has given to additional measures for the protection of British merchant shipping.

Mr. Healey

Consideration of measures for the protection of British merchant shipping is a continuing process, and the position is reviewed regularly with shipowners on the Shipping Defence Advisory Committee.

Will the Secretary of State assure us that he is considering this problem in the light of the possibility of harassment of merchant shipping below the threshold of declared war?

Yes, I am very much aware of this problem. It is always in the Government's mind.
