Is my hon. Friend aware that planning blight has descended on the line of this road and has been in effect for a considerable time? If there is to be this further delay, will he make special arrangements to deal with planning blight?

Mr. Heseltine

My hon. Friend will appreciate the anxiety of the whole House about this problem, but we cannot deal with this scheme otherwise than according to the normal statutory processes. They are complicated, but we must try to reach the best decision we can.
