asked the Secretary of State for Scotland if he accepts the proposals of the Crofters Commission regarding owner-occupation of crofts.

Mr. Buchanan-Smith

My right hon. Friend is considering the representations which have been received on the commission's proposals and the consultations which followed. He is not yet in a position to make a statement.

Does the hon. Gentleman acknowledge that the future of crofting is central to the question of Highland development? The Highlands are waiting for the Government to make up their mind. Legislation should be forthcoming on this as on other matters before too long.

Mr. Buchanan-Smith

My right hon. Friend fully recognises the desirability of making a statement on this matter as soon as possible. I am sure that the hon. Gentleman would want us to give most careful consideration to the proposals, which I agree will vitally affect the crofting community and other interests in the Highlands.
