On a point of order. I wonder whether you can acquaint me, Mr. Speaker, when the formal proceedings of this new Parliament are deemed to have started. I ask because my recollection is that when formal proceedings take place no television cameras are allowed to be in the House. I noted this morning that television cameras were here. Was that a flouting of the decision of the House, or had the formal proceedings not started?

I understand that the decision to televise the proceedings this morning was made through the usual channels during the last Parliament. The formal proceedings as far as we are concerned for the transacting of business began at 2.30 this afternoon.
