§ Mr. MulleyNo, Sir, but the Urban Motorways Committee is examining how best to fit major new roads into urban areas and will consider the possibilities for construction below ground.
§ Mr. RobertsWould not my right hon. Friend agree that the delay, or suggested delay, in some of the London motor box systems gives him an opportunity to look in detail at this matter again? Has he looked at some of the very impressive private cost-benefit analyses of underground as compared with surface roadways, many of which suggest that not only are there overwhelming amenity advantages for underground motorways but in many cases actual cost advantages?
§ Mr. MulleyI think the proper way to look at this is to look at each scheme or proposal on its merits and see whether on a cost-benefit or amenity basis it would be more appropriate to go underground than on the surface. My hon. Friend must not expect me to comment on present proposals which are subject to inquiry about the London Ringway motorway.
