I wrote to the town clerk on 20th June, 1968, drawing his attention to the Minister's proposal to give loan sanction. I received no reply. I therefore sent a reminder to the town clerk on 4th September, 1968, but I heard nothing from the local authority until 17th December, 1969—more than 18 months after my original letter——
