asked the Secretary of State for Defence what changes he proposes in the establishment and use of the military and naval facilities in Malta, in the light of the agreement reached on the withdrawal of British troops from Libya.

Is this not an opportunity to help both Malta and ourselves without increasing the defence forces or reducing our defence capability in the Mediterranean area?

Mr. Healey

This opportunity is, of course, always there, but the withdrawal of British troops from Libya does not affect British requirements in Malta. The presence of British troops in Malta has been largely justified by the defence commitment to Libya which is now terminated.
