asked the Secretary of State for Social Services whether he proposes to extend the payment of children's allowance to the first child.

Mr. Dean

No, Sir. The Family Income Supplements Bill will provide help where it is needed for low-income families, including those with only one child.

Mr. Moyle

Is not the present situation anomalous in that some people have income tax relief in respect of their first child?

Mr. Dean

The real point is that in regard to the poorest families in the land we have found in the Bill both the quickest and the best way of bringing speedy help.
