Motion made, and Question,

That, notwithstanding anything to the contrary in the practice of the House precluding the inclusion in Finance Bills of provisions coming into force in a future year, any Finance Bill of the present Session may contain such provisions being—

  1. (a) provisions about income tax on distributions, and payments other than distributions made or received by companies,
  2. (b) provisions about pension schemes and funds and the annuity, pension and life assurance business of insurance companies,
  3. (c) provisions with a view to, or in connection with, the imposition of a charge for income tax purposes in respect of certain payments made on or after 6th April 1971 under construction contracts, as defined in any enactment of the present Session to make provision for the registration of persons industrial work in the construction industry.—[Mr. Roy Jenkins]

PROCEDURE (LOANS TO GOVERNMENT OF NORTHERN IRELAND)

Motion made, and Question,

That, notwithstanding anything to the contrary in the practice of the House relating to the matters which may be included in Finance Bills, provision may be made in any Finance Bill of the present Session for enabling the Treasury to make advances by way of loan from the National Loans Fund to the Exchequer of Northern Ireland and for ending the power to make similar advances by way of loan under section 2(1) of the Miscellaneous Financial Provisions Act 1950.—[Mr. Roy Jenkins]
