asked the Secretary of State for Wales what recommendations he received from the Welsh Council before issuing his latest White Paper on Welsh Local Government Reform; and what reply he sent.

What is the point of having an advisory council if the right hon. Gentleman does not ask for its opinion on a matter of this importance?

Mr. Thomas

I find the Welsh Council a most useful and constructive body, to whose advice I give careful consideration. I have no doubt that in due course I shall receive advice on this important subject.
