Queen's Recommendation having been signified—

Resolved, That, for the purpose of any Act of the present Session to make further provision with respect to grants to the National Coal Board and the reimbursement of the Board's losses due to pit closures, and other purposes, it is expedient to authorise—

  1. (1) the payment out of moneys provided by Parliament of—
    1. (a) any sums required for the making of grants (within an aggregate limit of £22 million) to the National Coal Board 880 towards expenditure of the Board for any of three financial years of the Board ending with 30th March, 1974;
    2. (b) any sums required for the making of payments (within an aggregate limit of £30 million) to electricity generating boards in respect of costs incurred by them between 31st March, 1971 and 1st April, 1974 in using coal instead of another fuel; and
    3. (c) any increase in the sums payable out of moneys so provided under the Coal Industry Act 1967, being an increase attributable to provisions of the said Act of the present Session extending the classes of persons who may be made eligible for redundancy payments under a scheme made under section 3 of that Act.
  2. (2) the charge on the Consolidated Fund of any sums so chargeable, under section 27 of the Coal Industry Nationalisation Act 1946, in consequence of provisions of the said Act of the present Session extending the power of the National Coal Board to borrow otherwise than from the Minister of Technology, and the power of the Treasury to guarantee repayment of sums so borrowed and interest thereon; and
  3. (3) the payment into the Consolidated Fund of any sums so payable in consequence of such provisions of the said Act of the present Session as are mentioned in the preceding paragraph.—[Mr. Taverne.]
