asked the Lord President of the Council if he will set out in the OFFICIAL REPORT details of the conditions governing the use of official franked envelopes by Members of Parliament.

I think that what constitutes parliamentary business is best left to the good sense of individual Members. I am sure they will not abuse this facility by its use for correspondence which is plainly either of a private or constituency party kind.

I thank the right hon. Gentleman for that enlightening answer, but I have two questions. Would this cover correspondence between Members of Parliament and the sending of Christmas cards to bona fide constituents?

The hon. Member mentions Christmas cards. In view of my earlier reply, hon. Members must decide for themselves. I am sure that they will exercise good sense.
