§ 31. Sir B. Rhys Williamsasked the Secretary of State for Social Services what effect the changes in pension benefit and contributions forecast in the Budget will have upon the proposals set out in the White Paper on National Superannuation and Social Insurance.
§ Mr. EnnalsNone, Sir.
§ Sir B. Rhys WilliamsHas the Minister considered the advantages of a system of graduated contributions and flat-rate benefits?
§ Mr. EnnalsI assure the hon. Gentleman that during the time we took to prepare the new scheme we gave thought to whether there should be graduated contributions for flat-rate benefits, but the conclusion was that there should be both graduated contributions and graduated benefits. I am certain that that decision was right and fair to all concerned.
