asked the Minister of Housing and Local Government if he will list in the OFFICIAL REPORT those local authorities whose proposed rent reorganisation schemes have been rejected by him.

Under the Prices and Incomes Act, 1968, 172 local authorities have submitted 183 proposals for rent increases to which my right hon. Friend has been unable to agree. I will, with permission, circulate a list in the OFFICIAL REPORT.

Mr. Murton

I am delighted that the right hon. Gentleman intends to publish the list. Would he agree that it will give ratepayers fair warning that the only alternative to reorganised rent schemes is the inevitability of higher rates next year?

Mr. Robinson

No, Sir. I emphatically reject that suggestion. [Interruption.] Most of the authorities had obvious scope for breaking down balances or, in a few cases, for restricting capital expenditure to revenue. Except in a few cases, we have not expected authorities to increase their rate fund contributions. We have done so only where there was no other way of keeping their rent increases within the limits set by the Prices and Incomes Board.
