14. Mr. Edwin Wainwright

asked the Minister of Housing and Local Government if, in view of the high rate of unemployment in the Mexborough Employment Exchange Area, he will reconsider his decision not to grant planning permission to the Bessacarr Caravans Company to erect additional buildings which are required for the completion and the storage of caravans, which are being built for exports.

My right hon. Friend has no power to change a decision on an appeal once it is issued.

Mr. Wainwright

Does my hon. Friend realise that that decision was one of the most foolish I have ever known? Is he aware that this area is an old coal-mine tip and that this company wanted to erect buildings to provide accommodation for its completed caravans, which would not mean any additional area for the company? Will he have another look at the problem, as there is high unemploy- ment in the area and something must be done in a matter of this kind?

I know that many planning decisions create a feeling of hardship and difficulty for the people concerned, but my right hon. Friend has a duty to consider the findings of the report of his inspector and to come to a decision which he thinks right.
