§ Mr. WallIs it not a fact that in many of these cases it has been far more economical to have joint schemes between industry and the local authority? Why is it that industrial schemes attract a grant but local authority joint schemes do not?
§ Mr. DellThe justification lies solely in the law. It would be possible for the Board of Trade to make a grant in such circumstances, but it is unfortunately impossible under the existing law for local authorities to enter into partnership in these schemes with private enterprise.
