asked the President of the Board of Trade what financial assistance has been given to industry during each of the last five years for the construction of plants for the disposal of trade effluent.

Mr. Dell

I regret that this information is not available.

Mr. Wall

Is it not a fact that in many of these cases it has been far more economical to have joint schemes between industry and the local authority? Why is it that industrial schemes attract a grant but local authority joint schemes do not?

Mr. Dell

The justification lies solely in the law. It would be possible for the Board of Trade to make a grant in such circumstances, but it is unfortunately impossible under the existing law for local authorities to enter into partnership in these schemes with private enterprise.
