§ Mr. BessellWith your permission, Mr. Speaker, and that of the House, I beg to present a Petition, signed by more than 4,000 citizens of my constituency and neighbouring areas, concerning the practice of vivisection.
The Petition states that the practice of experimenting on living animals causes pain and suffering, and disputes the value of such experiment.
The Petitioners maintain that time and money spent in this way could be better diverted to humane avenues of investigation.
I beg the House to note that I do not wholly subscribe to the views expressed by the Petitioners.
The Petition concludes:
wherefore your Petitioners pray that the practice of experimenting on living animals be prohibited by law by your honourable House and your Petitioners, as in duty bound, will ever pray.To lie upon the Table.
