§ Mr. BiffenIs the hon. and learned Gentleman aware that the annual report of the Bank for International Settlements in respect of this country talked about "a tinge of anarchy" in our labour relations? Is he aware that that description is both a travesty and an impertinence? Will he take the earliest opportunity to make representations of the sort I have indicated to either the President or General Manager of the Bank for International Settlements?
