As drafted, the paragraph provides only for the destination of fines imposed in respect of offences committed in England and Wales under Clause 20 of the Bill. The Amendments provide that fines imposed in respect of offences under Clause 20 committed in Scotland shall also be paid into the Consolidated Fund.
