asked the Secretary of State for Employment and Productivity what she is doing to identify those groups who are low-paid.

My Department's new earnings survey has yielded a wide range of information about the incidence of low pay in the economy.

Mr. Dalyell

Will the results be taken into account in any White Paper?

Mrs. Castle

Yes. The results of the survey have of course been published in the D.E.P. Gazette each month from May to October of this year. There was a special article in the October issue dealing with some of the causes of low pay. I have had these findings very much in mind in evolving a policy for the low-paid in the next stages of the prices and incomes policy as my hon. Friend will see when a White Paper is published.

Is the right hon. Lady studying the possibility of helping the low-paid workers through the tax system?

The hon. Gentleman knows that that is not a matter for me.
