On a point of order. Do I understand that, as a result of recent changes in our Standing Orders, the sponsor of a Private Member's Bill is not permitted to put the Bill before the House, recommend it to the House, and speak to us about what he intends that it should do?

The Order that the House has adopted is that, unless there is a negative Motion on the Order Paper saying that the Bill should not be proceeded with on Third Reading, there is no Third Reading debate.

There are no Amendments for consideration.

Motion made, and Question, That the Bill be now read the Third time, put forthwith pursuant to Standing Order No. 55 (Third Reading), and agreed to.

Bill accordingly read the Third time, and passed.
